I've seen the Zidane CPUs use Swift Attack on every set...
I don't see the point.
What in the world does this move do?
Do Zidane mainers usually use this move?

I don't main Zidane, but Swift Attack is one of the fastest attacks in the game, leads into an HP attack, and does decent damage for a BRV>HP link attack. Due to its small horizontal range, it can also be used to build assist safely. It even can start some assist combos...
From what I know, Swift Attack is Zidanes MUST equip move, and other attacks such a Storm Impulse and a Vertical Range attack are good to equip. (If I play Zidane I use Swift Attack for a poking attack; Storm Impluse for needed horizontal Range; and either Vortex or Tempest depending on my assist and if the opponent is a aerial or ground character generally.)
This move is the bread and butter of a Zidane and almost all use it : P

LOL anyways Scoop Art is pretty horrible; only use it on the ground.
AI builds are stupid so don't expect them to be any good.

Swift attack is a staple and one fast attack (though not as fast as the first dissidia). Anyway safe poke, safe assist build up, and leads to Meo twister. It also easily punishes many attacks by different characters.

swift attack is just as fast as it was in the first game (startup remains 13f). the "slowness" comes from its extended cooldown frames.
