Thats the question, When do you unlock him like a playable char??

I got defeated him at the chapter 000 but the story continues, do i have to defeat it again?

By the sounds of it, you beat the 60K Feral "manikin", in which case you have to continue playing 000 until you reach the 125K Feral. Beat that (shouldn't be hard at all) and you can purchase Feral Chaos from the PP shop.
