Well, Bombard being used as a form of Jecht block is nothing unusual(or is it?), so I decided to do some testing. Feel free to add stuff, as I will need some help, obviously.

Ok here goes(I will intentionally omit The Emperor).

NB: You have to be very precise with your Bombard, and relatively close to your opponent. Nonetheless, it is a great move at Mateus's disposal, allowing even more mind games, though you have to be really careful with it.

Warrior of Light:

Shield of Light: Bombard guard crushes this move. Awesome.

Shining Wave: Negates the move, but the wave still goes on(so sometimes even if you use bombard successfully, you still might get hit).

Radiant Sword: Blockable.

Garland:

Blaze: Blockable, but some projectiles will still hit you, if blocked far away, if you are close to Garland, you will succesfully block it.

Cyclone: Blockable(But sometimes will block only 1 Cyclone out of 2).

Tsunami: Could not get the AI to use this ability! XD Can someone please test it for me?

Earthquake: Could not really block it, as Bombard hits earlier than this ability(But a good Emperor should never get hit by an attack like this :P).

Firion:

Weaponsmaster: Blockable(both you and opponent will stagger).

Straightarrow: Blockable.

Onion Knight:

Wind Shear: Blockable, both you and opponent will stagger.

Comet: Only first hits are blockable, the rest will hit you.

Firaga: Blockable.

Blade Torrent: Blockable - both you and opponent will stagger.

Cloud of Darkness:

[Fusillade] Particle Beam: Blockable(better not stay in the middle of this spell, move to the side and block a single projectile, its very easy to do).

[0-Form] Particle Beam: Blockable.

Wide-Angle Particle Beam: Blockable.

Long Range Particle Beam: This move behaves in a fashion similar to Warrior of Light's Shining Wave(look above).

Really need help with this one(the rest of her moves I mean).

P.S. Sorry if this goes a bit slower than intended, I don't have this much time due to my studies, but the list will surely be completed.

Here are some things I have tested:

Long Range Particle Beam is the same as Shining Wave when blocked.

Ulty's Fully Charged Axe is cancelled out.

Apocalypse can't be blocked, but idk about Shockwave Pulsar.

Genesis Rocks are cancelled out once they are propelled away from Golbez.

Grand Lethal and Stellar Circle 5 result in staggers.

Tidal Flame is reflected, but in an arc similar to reflecting Terra Fira.

Braver and Rough Divide can be cancelled into staggers.

Delta Attack can either be guard crushed, or can result in a stagger if you aren't close enough to hit Exdeath.

Revolver Drive results in staggers.

The large explosion from the end of Kuja's Ultima can be cancelled out by bombard, but I don't think that can be used, just fun to know.

Seraphic Star can be cancelled out.

Forsaken Null's ball form can be reflected back into Kefka's face.

That's all I know at the top of my head at the moment.

Pulsar can. Major Tom did it to me earlier today.

Bombard has the same priority as RD iirc soooo... :P sorta easy to tell what it will and will not effect. Good list though.

CGInvasion, thanks a lot for your tests, I will make sure to add them to this list gradually(and credit you ofc :)).

2 ShineThatLight:

Still, I intend to test everything and make it as useful as possible.
Thanks for appreciation.

Well, Shine, not everyone has access to such information, nor does everyone have the capability to find out (using game code or what-not). Knowing that Pimp Cane Bombard may have a similar priority as Rough Divide is a good start, but Ulrich just wants to know what happens when he uses Bombard on attacks. It's just like when someone made the list of High/Omni-Blockable abilities, it's for reference and bringing understanding to the character.

(Half-wall of text =/= mad; some may misinterpret)

LOL yeah I was reading this thread and I was like hmm... before we faught, because I've managed to deflect things like Firion's Reel Axe with bombard etc.

I think this list would be easier to write with what CAN'T Bombard block.
