Mystic Flurry is irrelevant. The only way to assist combo is to interupt the spell itself. You can't link it to Blasting Zone in DDFF so idk how or what your talking about when u said it links to HPs. Fire Barrett has incredible hitstun that can assist combo or any type of combo for that matter. So what's the point in using Mystic Flurry? Damage output should not be worried about with your spells, cause your physical attacks deal a shitload if you can properly combo them to your spells.
If your having trouble connecting Fire Barrett then I have only one reason why your not connecting it. And that's because your probably spamming it too much. It's easy to read and break through and that's why you use it conservatively. For instance when your opponent if halfway across the stage spam-urtling then you should slowly castt Fire Barrett and at the same time creep up as close as you can while it's traveling. I don't know why you say your having such a rough time with it because about 80% of the time I use it I either combo it or call and assist to combo into Fire Barrett and it works fine.
On top of it all. Squall is good enough playing an entire match staying on the ground and using nothing but combos down there so just ignore Fire Barret or Mustic Flurry. These are somewhat back-ups for certain cituations and not to abuse.

And i hate that they made all those attacks with completely no use! Why, what's the point?
Mystic Flurry has no use anymore. Even Fusillade, in all its suckiness, is somehow better.
Despite all, Squall is a bad mage in general. You can't really trust too much on his magic. Even Fire Barret, far far better than MF, I use it more for building assist and spamming than for combos.

Fire Barrett for me.
It's time for Squall to have a aerial magical projectiles that, while not very damaging, is reliable with spare usage. The long hitstun is also very nice if you know how Cloud's Fire works. It provides a nice opportunity for a Beat Fang followup or rarely, Aerial Circle. You can, with strict timing and prediction, smite with Rough Divide. Not all that useful for humans but works well enough for AIs.

If you're spamming or using it in a way that puts the opponent in a advantage then you're using it wrong.
Besides, anyone can do the same to Cloud's Fire so what's the point in using it? /sarcasm
