I believe the only characters that should have "fixed" owners should be OC's only. It wouldn't be fair for some one to always be Squall. Other people will want to play as Squall too. It should be a "First come first serve" basis per RP. So Person A can be Squall in RP B while Person B can be Squall in RP D.

I would disagree with Fixed owners. People get bored of RP quickly at times, and that wouldn't be fair if a Squall player got really bored and stopped RPing, and someone else could play Squall.
