I'll be honest. A lot of those points are subjective feelings on how you guys feel the game should be balanced and not specifically revolving around the intent of fixing the assist issues in this game. (Are shorter battles REALLY an issue for example?)
Either way, I've said my concerns on the issue. Might I suggest one further thing - if you're going 80% of the way to a standardized ruleset, I'd suggest going the extra 20% and tackling mandatory equipment. My suggestion would be: Blurry Moon (5% on block), Dueling Mask (3% on dodge), Genji Armor or something else that gives higher HP with no bonus, and Excalibur II for exp bonuses that are equal across the board. I'm sure the intent and considerations to balance are obvious.

Spoiler:
It was never my intent to make this a standarized ruleset. People were interested.
So I decided to give out the information because it was requested on the replays and trough PMs.
If people want to use this ruleset that's fine. But I'll make it clear that my goal was never to go for a standarized ruleset.
The only reason i'm even playing on DDFF is due to this ruleset.
So finding ways to improve it to make this game more enjoyable for every character in the cast is what i'm looking for.
When a fight is over in 50 seconds, I think so yes. As for a universal mandatory setup, the issue lies in finding equipment that's available to everyone without the need to equip additional abilities (which, since the accessories are already set, wouldn't be very friendly towards characters who struggle with CP). Imp set was tried but the EX intake range became a problem. Other sets tend to be noticably more powerful than standalone equips. Hence, allowing standalone equipment with reasonable restrictions.
Speaking for myself alone here, I don't mind if you think my points are subjective. I have strong opinions on the positives/negatives of dissidia and so far this ruleset reflects my vision of the game. If I'm perfectly honest? I dislike official, but I have a blast with DMD, and so far others I've played with seem to share my enjoyment. If people enjoy official then fair enough, and maybe this ruleset isn't for them, and that's fine. This is an enjoyable alternative for those looking for something different.
The Labyrinth glitch makes it so everyone can equip anything without the CP usage. CP isn't an issue anymore in that regard.
Also, coming from SF/MvC/BB/MK 50-100 seconds is right up my alley, personally XD I don't mind 5-10 minute bouts but I detest anything ~20 minutes plus. Length of battles has always been a sore point for me even in the first Dissidia (though this mainly stems from the fact that if I only have ~30-60 minutes I know it'll be ~10 minutes set up with an opponent and maybe 2 matches tops whereas SF for example would easily be ~6-10 in that time frame). This, of course, is a subjective opinion on how I feel matches should be and my gear of choice usually reflects that.

Then everyone has to do the glitch XD that's like putting in an additional entry requirement, doesn't keep things very accessible. I haven't even finished the labyrinth once because I hate it, it's such busywork. I certainly agree with you on 20 minute plus battles and thankfully the longest I've encountered in this ruleset was around 11-12 minutes (I see ideal match time as 4-6 minutes if you're wondering). We're definitely hoping to avoid elongated battles to the extents you mentioned.
Though this does remind me Vey, you had some interesting ruleset ideas yourself in backroom. I'd be curious to see a Papa Jecht ruleset take shape... subjectively crafted or otherwise![]()

You saw me calling it "standardized" because it reminded me of KAoS, that several people were expecting me to put it as a ruleset of choice for a custom and that, ultimately, I could tell the balance you were apparently looking for was there--it does cater to the most popular characters of Dissidia, said characters people always use in customs. I wasn't aware of how OP Gabranth can get tho, not sure if he has to be booted. The way I see it, it's the only point which does scream for more testing.
And to address the argument about balance as a whole: yes, we all know standardized rulesets kill some characters, make some match-ups retarded and blablabla but... if a collective of players appear to enjoy the ruleset enough to request a tournament for it while still acknowledging its potential flaws at the same time, what is there to hate? It would be nice that this thread doesn't turn into another meta-argument whose outcome can only be well guys, let's all stick to Official. If you're banning Rebellious Soul, you're also hindering Shantotto; if you're banning summons, you're also hindering Laguna... it's an endless loop, and if you can't grasp that notion, then this thread is probably not for you.

At the end of the day, Nero, I'll not use your material without your approval.

Don't get me wrong, I'm all for it being used in custom tournaments.
People seem to enjoy this ruleset and that was my goal.
This ruleset is far from perfect. I heard that people enjoyed EX official, This ruleset is quite similiar to it I believe. You just have two assists to prevent a huge turtlefest if your a character with a poor HP game.
Some match ups such as Kefka vs Tidus was horrible back in DFF.
Playing in DMD feels like DFF again but the Match up lifted up some weight.
At any rate back on topic, People who have tested this ruleset feel free to speak your thoughts!

I tried the rule-set out with Isacc552 earlier tonight and found it quite fun. I like the concept of using assists much more strategically (and limited) instead of whiffing to build assist for several parts of the match (not that you have to, but it is nice that possibility is removed). I am not sure if my concern is justified but I think the critical modifier back to the wall may be questionable damage wise. Not sure if being too easy to gain as a critical modifier and only able to disable one critical modifier is really enough to worry about, but I am throwing it out there. I really like being able to mix up hp and brave attacks while the opponent is low on health without having to worry about assist full charge which I think is a major problem in official because it shuts out roughly half of your options when the opponent is low health (Really the punishment of assist charge is a little over the top... at least I feel so and I do not think I am alone).
Anyways that is what I think. I hope it helps in some way.
You asked so I'll talk xD, well I really liked the rule, really made me feel one more time at DFF, and also have the fact of just having two assist bars to use so use them well or something like that, and ended up playing with this rule all day long and making chars for it and i had a great time, Thanks.
Just to confirm, the following weapons are banned?
All Swords (except Excalipoor and Excalibur II)
All Daggers (except Chicken Knife)
All Axes
Cloud's Fenrir
Kefka's Dancing Mad
Shantotto's Claustrum
