I like VI, VII, and VIII's final bosses equally as the three best final battles I've ever played (not only in the FF series, but video games as a whole) but I voted VI because of the amount of greatness it has which can never be put into words.... EVER.
Worst Final Boss? Necron, of course.

You know, I originally voted Ultimecia, but I have to give Cloud of Darkness as a nomination for the TOUGHEST final boss.
She's at the end of two dungeons, five bosses with no chance of saving in between, Phoenix Downs are hard to get and inefficient in this battle, you're using FFIII's limited MP system, and Particle Beam will just eat up most of your damage dealers.
I remember the first time I beat her after many many tries and different party configurations. That was an immense piece of satisfaction.
FFIII: The Hardest Game to Beat.
As surprising as some people may find this, I thought the Emperor had the best final boss fight.
While it wasnt the most difficult fight in the series, I enjoyed the fact that the final boss was exactly the guy who the party intended to defeat in the place he was known to reside without any ridiculous endgame plot twists or last minute plot-redundant transformations.
I just couldn't chose between Omega Weiss or The Undying. So I chose the Undying because you can't tell if your killing him or not. and you can't see his HP bar Or HP stats or ANY of stats for a matter of fact.
Has to be Safer Serphiroth. I was thinking Weiss the first time you fight him but nah

If it's open to interpretation, that makes things easier. Hmm...I'm kind of thinking Dissidia Chaos, especially as of 012. You know that concept art of FFI Chaos where all of the Warriors of Light are going at him at once & they're just like flies to him, but you know that they somehow manage to bring him down? It feels like that.
Whereas, generally, the other bosses would maybe impress me with thematics, but be a pretty lame fight overall on subsequent replays.
