I don't really see a point in making the AI not defend against the EX Burst. The damage dealt against an enemy getting a constant +10 is far more valuable in a realistic battle setting than someone not defending at all.

If you were curious, the general idea is basically that obviously higher powers wins out (so Gilgamesh would still be on top). For EX Bursts with equal or very close power (usually 100), higher ATK wins out, so Cecil beats Onion Knight despite having 99 power compared to OK's 100 because of his higher ATK. If equal attack and equal power, the less hits the better (so Kain would win over Golbez).
Hey, has anyone noticed that Squall's ex burst deals more damage when the opponent's bravery is really high? Or at least I think that's what's happening... anyone care to confirm? ^^;
Anyway, I finally figured out a way to test it against CPUs using the Carbuncle summon. What I did was wait until I get an Auto/Lv105-Maximum-Extreme opponent whose equipment didn't lower their defense, kept attacking until my bravery got to 9999, went into Ex Mode, used the Carbuncle summon so the opponent's bravery is now 9999, and used my ex burst.
Yeah, every time I do that, Squall always deals 1000+ with his ex burst. Nothing life changing, but I'm just curious if it's true... lol
That is completely normal. Critical hits, EX Mode or not, deal more damage the higher the opposing BRV is.
