Yeah its pretty well known. Basically if you try to punish Genesis Rock with a melee strike or a ranged attack up close, you'll get hit.
What happens is the attack cancels but the wind is still there and it essentially "explodes" on you and causes HP damage.
Something good to use if the opponent doesn't figure it out.

The attack has multiple properties.
>4 rocks come from the ground up to the X plane of Golbez (this is a nice y axis poke)
>Rocks are destructible
>The explosion is a very close melee range hp hit
>Rocks also count towards an hp hit
It's had the same effect since DFF, although that video is a more clear demonstration of the glitch (assuming this isn't by design) than from other videos or what I have seen fighting Bez myself.
Im sure if you got up close, slightly above him, and Ragnarok Baded him, you would have felt the same effect.
The thing that makes this possible is that depending on how far he gets into the attack, the wind blast (which normally propels the rocks outward) can be triggered by taking a hit. I've had this happen a couple times against people who manage to hit me with another Ranged High attack or cut through my attack to hit me. I believe that if you hit him just before the rocks are propelled out, the rocks themselves still get shot as if he wasn't hit.

The best way to see the shockwave in effect is to play on FF3 Omega map.
use genesis rock right before map change then when you change over you blow up causing the wind thing (depending they can spawn right next to you or far away so it's a gamble if it hits).
This said you can also hit people directly under or above you since it's a spherical hit box.
