Probably 8 in my mind, simply because of the strange Train hi-jack part, and ESPECIALLY the part where you have to find the white SeeD ship.
In fact, FF8 is littered with moments that are more puzzling than other games, for me at least.

Ok, let me have a think (I know you said preferbly, but I'll make assumptions anyways on them all!)
They're all pretty easy if you already know the plot and such like, but I'm going to assume we're doing this as a sort of 'first time experience.'
To be honest, they'd all be pretty damn hard. I couldn't say which one is the hardest because I don't think there is a 'hardest' one if you don't know the language. The only thing I could say is it depends on the difficulty of the game? But even then you wouldn't realize how obscene FFVIII is and how abusive the items are.
FFVIII would be INSANELY difficult since you wouldn't know what you could refine, what stuff refines into and what abilities you can and can't learnt on GF. (But FFVIII is an easy game anyways...)

If it wasn't limited to 5-9 I'd have said FF2, even when you are able to read it most of the time there are no clear indications as to what you have to do nor where you have to go, took me 2 entire days before finding that blasted Mysidia village, coupled with a random encounter every step = rageee ...
But between FFV to IX I'd say FFVIII too, the train hi-jack, find the student card number, Missile base mission, white Seed ship finding etc ...

I'll say FF6 just due to length of the game. Sure FF8 will become difficult without being able to read all the menus but I would gladly assume you'll just get lost on progression in FF6 just as easily and never be able to complete the game.
But if we're going on just difficulty of playing and not beating the game; FF8 is pretty much it (due to GFs etc).
FFVIII by a longshot because managing that Junction system, refining stuff, etc would be so hard could you not read the language. Also, we should make this a poll. That would make make it easier to organize peoples opinions on this.

As already stated FFVIII could give some problems with all the GF Skill (+% Stat won't be a problem though), Items Refine and such...yet it's still a really easy game.
I could see some problems with FFXII: huge areas early on, License Board, with ADB on active you got to know what you're doing etc...

FF8 was probably the easiest final fantasy game, don't mistake "Difficult" for confusing. You never have to level up.. And if you play your cards right near the beginning when you go on that mission with Siefer in your party, you can become stronger than anything else in the game right there.
