So I was checking in the Vaan info thread and it says that Windburst "appears near the opponent". I've been playing my Vaan a bit more and it kind of seems like a wildcard almost. Whenever I do a PVP match with one of my friends it seems to almost appear on top of him, or in his line of movement. It may just be because we haven't gotten the timing down for when it pops out, it seems like it comes out when he starts saying "asunder!" but I dont know for sure.
There has been times where it popped right on him even after dodging. Anyone else have this happen? If this belongs in the general discussion thread, I do apologize.

I'm not positive, but I think that when you use the move, it registers a random spot around the person to summon the tornado, and sometimes the dash through it or dodge into it. This si just my guess though

This probably does belong in General Discussion but I dunno either, so...
As far as Windburst' tracking, it's very odd. It has a pretty good horizontal range as to how far out from Vaan it will spawn, and really good vertical range, but when the actual tornado itself spawns, it will appear at kind of a standoff distance from the opponent. Windburst isn't really intended to be an HP attack, but more of a facilitator for other attacks because of it's killer Absorb effect. I think if you start Windburst and your opponent dodges while Vaan is still on the magic array, then it might spawn right on top of them just because it does the wonky standoff distance thing.
So it's not unusual to have it pop up anywhere around your opponent, but more often than not it will appear directly between you and the enemy.

I always thought it was just supposed to appear near the opponent and that it didn't really depend on the distance between you and yer opponent. I know Windburst is a really risky move to use but I do like throwing it out as a possible pressure tool or to send inferno right through it when the opponent attempts to send it against me. It kind of seems like Windburst is sent out, it kind of randomizes which side of the opponent it spawns on.
This battle itself is not the greatest (because I lacked an Rtrigger the whole battle) but at 8:16 is a good example of what happens a lot of times when we fight. I would give more examples but as of recently our fights have lasted longer than we can save them. :P

Yeah, that's a pretty normal thing for Windburst to do. Since it doesn't try and spawn directly on top of the enemy it will catch people who are inexperienced against it by surprise often. You activated it before he dodged, and then he did dodge and Windburst spawned at was previously was a standoff distance. Your friend just dodged into it.

Read around people. Much of these questions have already been answered in this section like [URL="http://dissidiaforums.com/showthread.php?7870-Info-on-Vaan-moves"]over here./URL]
So the tornado part of windburst appears 99 frames (a little over a second and a half) and stays on the field about 4 seconds. It usually spawns in the enemy's path of movement (if they are moving) so they have to stop dashing or take the hit. If they aren't moving (such as if they were hit by the melee part of windburst) then the tornado will spawn directly on top of them.
The spawn distance of the windburst does have a maximum range. I can't really bust out a yardstick in the game but I would guess it can't go farther than 25-30 yards out from Vaan.
Anyway. This match I had (starting at 4:33) shows some of Windburst's behaviors -notably at 6:05 and 7:05.
Yeah, it is a bit of a wild guess where it is going to appear, even if you were to follow by the spawning rules RavenCarver mentioned.
