This is very much true. Though it depends on what you are trying to accomplish by this point. If you need that last bit of Brave to finish an opponent off, you might want to try Flare over Cyclone (being captain obvious here), but on most occasions you will want to go for the added EX in preparation for a new bar (like Khell said above). If for some reason you are using an assist that ground Wall Rushes (like Yuna or Jecht), Tsunami will be you're preferred choice of finish instead. That 96 EX is super sexy compared to the 60 from Cyclone. Though you could always test your luck and see if both tornadoes hit (which yields 120 EX), but that almost never happens.

Flare is generally considered the best option because of the extra damage, wallrush, and also because it has the shortest startup; meaning Garland is able to get in the maximum amount of Bardiches. Cyclone is slightly slower and 60 EX may not be worth it, especially since EXR is usually used near the end-game. Tsunami is a bad choice because it requires Garland to be on the ground, wheras Bardiche leaves him in the air, so he has to drop onto the ground and as a result is not able to perform so many Bardiches, as otherwise he wont have time.

Timing matters are relevant if you want to get the maximum damage out of an Ex Revenge =P And even when right next to the ground, he has to wait for the cooldown of Bardiche to finish and allow himself to drop down. Besides, using an assist to finish an Ex Revenge isn't really necessary - it's more of a waste than anything, since you can already get some hefty damage from the EXR without needing to sacrifice a bar of assist.

I'm not implying that Flare shouldn't be used to finish an EX Revenge (because it should) or that timing is irrelevant inside of EX Rev (I meant once you start the assist combo it does), I'm just pointing out that on the off-chance you decide to use an assist to end it (knowing Flare won't wallrush), you have other choices to end the assist combo to maximize your goals. Much of this rarely happens, but there are times where you just need a little more to end it, and an assist can provide it. Should you realize near the end of the combo that it still wont cut it, you can back up on something to produce some EX instead of Flare (however useful it may be).
