Have you actually read the plot? The only vaguely relevant bits are the start and the end, the rest of it is just adding more crap that simply doesn't need to be there. As far as it leading on from KH2, none of it follows a logical progression from 2, it seems more like an unnecessary attempt to tie all the concepts from BBS into the main story, which I thought was the point of BBS really, whilst throwing in some more pointless lore so they can introduce a new enemy. Now if the Dream Eaters are actually as significant as nobodies and heartless then that could kind of slide, but it doesn't so far seem like they are (although it didn't become clear for the others until most of the way through 2 and 1 respectively and even then BBS made more sense of it).
Basically, it doesn't really seem to follow on properly in any logical pattern, the bits that are genuinely important didn't need an entire game to explain and the whole story really wreaks of a spin-off that the story was made for, not the other way around. In that sense only the last chunk of the game was really an inevitability for the series and the only reason I can think why they shouldn't have just put it at the start of KH3 is because you just don't start a story "Oh Gosh, HE was the bad guy the WHOLE time?!?!"
