It's used as a counter: You pay 2 points and tell the opposing team, "We don't want your challenge: take the official challenge or leave it" basically. They have every right to say, "Nah, we want these rules or no go", but that sounds kind of cowardly <3
Edit: I realized I should actually clarify further: If the team who challenged you refuses to go through with the challenge under the Official ruleset, neither team spends their tokens.
