On most forums, chat rooms (unless it's 18+ chat room of course, then go nuts) and pretty much real life, it's frowned upon (if it's in a vulgar way, I mean)
I really don't understand the whole "There isn't a rule for it, so we can do it"
Think for yourself for once.
We have minds, etiquette and morals for a reason.
They're more like moderating guidelines. I'm not quite sure why they're private as it means people don't know what is and isn't acceptable, but if someone's breaking rules then a IRC staff member will make them aware of what they're doing wrong and warn them. If they continue, they get temp banned.
I'm not going to comment on the actual issue at hand because I wasn't there.
It actually makes sense to keep them private. You can't find loopholes in something you can't see or know.

On an internet chatroom, using rules can result in... subjective situations. Which is why there aren't rules - more 'guidelines' to follow. In the end, it's up to the mods present at the time to decide how to best deal with a situation. The guidelines are just there to assist the mods in deciding whether what the person in question is doing is wrong or not, and whether it should be punished.
