Its actually a mid tier artifact set. This is what the set gives you.
Movement Speed +8%, Jump Power +10%, Max Jump +1, Aerial Evasion Boost up

In terms of abilities, this is what it equates to:
Speed Boost = Movement Speed +8%
Jump Boost = Jump Power +10%
Jump Times Boost = Max Jump +1
Mid Air Evasion Boost = Aerial Evasion Boost up

Yeah that is something we couldn't quite figure out. Our only guess to this effect was that when an artifact was generated after battle it would have 100% chance to be a renameable one. (Because artifacts can drop without the option to being named again)

Two questions:

1 - Does it mean that Skanda has an upgrade or is it just stuck in mid-tier as the last form?

2 - Does it accumulate with whichever Boost++ you might have equipped?
(as in if you have Skanda and equip Jump Times Boost++ you get 4 more jumps?)

1. Yeah its just stuck in middle tier. It has no high tier counterpart.

2. Yes, the abilities do stack with Skanda.

Does anyone know what the destruction seal does.

I love how in both artifact threads my question about the destruction seal was ignored lol

The Destruction Seal is the name of the punishing bonus for equpping three of the same set. Which means you lose the amount of the bonus instead of gaining it.
