I get no respect, I tell ya. No respect. /Dangerfield
Anyway, I don't think Ultimecia is too tough a fight for Kefka. WWF has priority against most of her BRV attacks. Charged Knight's Axe is slow enough to be easily dodged and I don't believe it reflects WWF, the arrows aren't of much concern as long as you stay aware of what she's firing off and where she is when she's doing it, and you can just stay out of range of Knight's Blade. Uncharged Knight's Axe can easily catch you off guard, though, so be especially wary. Whatever stage cover you can find is your best friend.
Since she relies on distance, she's already giving you what you need to take her down as Kefka, especially given that your HP game is altogether superior. Just know how to dodge Apocalypse and she's not going to hurt you.
Standard pressure game will do the trick, just so long as you do everything you can to minimize your opening for attack, but that should go without saying whenever you're using Kefka, anyway. Trine will be your best bet HP-wise, and she's usually slow enough to where using it in tandem with WWF will be plenty effective, with ECFs thrown in to keep her on her toes. Stay away from the ground lest you want to get Shockwave Pulsar'd and just make sure you aren't on the same vertical level as her when she starts charging up Great Attractor.
Are there any specific issues you might be having against this particular Ultimecia we should know about or do you just not know at all what to expect?

@ POS industries
thank you very much master for your tips. just new to this game just a month since I start playing it. my knowledge are just theorycraft only (i gathered info in this site and my next step is the application) no large experience and skills yet.
my concern is what if the map is the Chaos Throne?

Hm. Well, you're definitely going to be at the disadvantage there, but that's true regardless of your opponent on that stage. I'd recommend doing everything to stay off the same vertical plane as her. Being below her would probably give you more freedom to drop down away from some of her attacks and to fire off WWFs, then pop up to catch her with some close-range ECFs and SSBs when you see an opening. Also, Havoc Wing becomes much more useful on this stage. Plus, you'll also be closer to EX cores when they spawn, and she's got the jump times advantage on you anyway, I believe, so trying to get above her is a fool's errand.
A big downside to this though is that the camera will be working against you a bit, as it doesn't like to pan up to the degree you'll need to fight this way, so you're going to have to be extra careful to listen for her attacks here. Luckily, she's a noisy one so you'd at least have that going for you.
Other than that, my best advice is to put a Max lvl Ultimecia CPU on vicious and just keep fighting her until you have a good feel for being on the receiving end of her attacks. Yes, you'll need gear and, no, it won't have the strategic abilities of a human opponent, but the point is to get comfortable with her timing, mannerisms, and hitboxes so that defending against whatever she can throw at you will be second nature.
