Compare if you would, Twin Swords to say Sudden Cruelty. Both come out roughly at the same time, although Twin lasts longer, and both are quick moves. Likewise, Bardiche and Oblivion are also fast on the draw but give off an obvious vocal cue. Let's compare these moves to other commonly used attacks in the air. Blizzara, Full Slide, Holy, WoL's Shield Moves, Rising Fang. Now compare them to the obviously fast moves: Swift Attack, Beat Fang, Hop Step, Dual Rend. It's by no means 'fast', but they aren't slow. Many people on the cast have slower moves. Hell, I've had Twin Swords clash with Jecht's feet all the time. Bardiche usually goes through.

Well, I know Beatrix, but I mean an actual lady wearing heavy armor and wielding a huge sword, sans helmet of course.
Beatrix is wearing cloth, and uses an einhander. Hardly what I was picturing :P
And for the little while I did play Garland, I did find his HP game to be a bit tougher, which is funny, since I main Squall, and he's supposed to have a horrid HP game. But then again, I got those Synth Attacks thought up for Squall, while Garland is...sadly lacking >.<

You're stating them as fact without evidence. Here's how I categorize BRV attacks. Fast are difficult to block on reaction, slow are blockable on reaction (dodge punishment, mindgaming), and medium are in between. 17 and 21 may move up a rank depending on the person.
Fast attacks: Hop Step(11), Swift Attack/Dayflash(13), Beat Fang/Jecht Stream(15)
Medium: Blizzard Combo/Sudden Cruelty(17), Dual Rend/Ascendant Lance(19)
Slow: Radiant Wings(21), Vortex(23), Full Slide/Slashing Blow(25), Oblivion/Blizzara(27)
Compare to Galrand's moves.
Highbringer: 13/17
Deathblow: 17
Twist Drill: 21
Twin Swords: 23
Bardiche: 27
Round Edge: 29
Lance Charge: 31
Chain Cast: 45
These numbers are when the hitbox first appears. Of course, movement distance is a factor, and some of Garland's move quite a distance so they're better than the numbers imply. My point is that Garland hits hard but slow, and it can be difficult to land attacks. Some people play him because of that, others don't for those reasons.
Doesn't that mean the number's don't represent the moves themselves effectively? The long and short of a move all boils down to how fast it starts, how much damage it does, where the hitboxes are, the speed of execution, in game side effects like tracking and magic block, and when you are no longer vulnerable after or during the move's execution.
In Garland's case, he trades speed and safety for range and power, usually being able to hit anything in a large hitbox range in a medium amount of time. Would I say he is fast? No. Would I say he is slow? No. Would I say he attacks at an adequate speed in order to keep up with even the fastest of characters? Yes.
Anyways, I'm walking away from this before it gets out of hand.

So I just spent the entire day mastering all of his abilities and leveling him up to 100. He's pretty good, but as said before he also has some major flaws... Like his HP play. I do prefer him over the Emperor though.

Eh, suckas just don't get his greatness. Then again, I'm used to slow, heavy-hitting characters in fighters. Garland's all about timing, and exploiting openings. His HP game's actually pretty decent once you get the hang of his moves. Blaze from above or below is especially notable for making that attack way harder to dodge than usual.
I would've said he is slightly like Cloud, Slow and pretty easy to see coming, but his Ex-mode helps him land hits.
^Yeah agreed.. their ex mode is godly in terms of melee ex modes.
