Shantotto: Melee or Mage?

I've been wondering this:

Shantotto's most reliable way to gain brave is through her melee brave attacks. Does this make her a melee character? And if not, why?

And then, if you factor in what does the HP damage, weapon attacks. There we go.

Her main brave gathering attacks are A Couple Attacks and Retribution. Those are physical. Bind doesn't even do damage, and Bio is a DoT. And Stun is mostly useless.

Her HP attacks are magical in nature, but so are a lot of other HP attacks. Unless you think Cloud shoots blue flames out his ass to propel himself with Braver.

She would only be Melee if she could survive on Melee, no magic. She's a magic person purely because it's her form of damage. Why would they give her Tier Magic for it to be not put to use properly?
