i played the game as well and I didn't really understand totally from that either. In fact most of it was just a mission that wasn't really totally explained. I get the Edea part but don't really follow along through Ultimecia's motives.

It's pretty much the same as every other villain, only they go about it different ways, like Kuja, she didn't want to die or be forgotten.
She wanted to deny her fate. She hated humans for their prosecution and isolation of sorceresses, SeeD especially since they wanted to hunt her down.
In compressed time she would be omnipotent.
Actually its starts with her being hated by everyone ever sence she was born, sence she was a sorceress, so she did all this to destroy all humans and such.
I'm wondering if the people who played VIII and said they never quite understood Ultimecia's motives paid attention :/
UltimaFox, Nexus, and HYNE got the gist, but I'll elaborate further for...whatever reason.
She wanted to compress time so that she could be the ruler of everything, create and destroy on a whim, and deny life as she saw fit. She did it because she was unlucky enough to live in a time where Sorceresses were a hated minority. Somehow she found the Junction Machine Ellone that Dr. Odine made, and used it to control Sorceresses from different time periods (which undoubtedly is what caused the hate of her kind to begin with), in order to find the REAL Ellone, and use her powers to compress time.
As Adel, Ultimecia was taking over a country and finding Ellone, only to be thwarted by Laguna, so she jumped to a new time period as Edea to gain control of a country again and find Ellone (again), and then subsequently try to take out SeeD, seeing how much of a threat they were.
But of course, in the end, she compresses time, but is defeated by SeeD, and sent back in time with Squall to the orphanage, where Ultimecia passes her powers on to Edea Kramer, and Squall inadvertently gives her the idea for SeeD and Garden in the first place.
As it stood, she wanted to rule over everything rolled up in a single point, but in achieving her goal, she was defeated, throwing herself in a time loop where she would live out her dreams, and die in the past.
I loved VIII, and a part of the reason why was that it wasn't just standard "I want to rule the world" fair. Ultimecia wanted to control time and space, and created an interesting story through her manipulation of others from across time.

Seriously, if I could go back in time:
1) Find an enemy.
2) Find out where that enemy is from and from whom he was born.
3) Kill him as he was born.
4) Go back to "present day" and wahlah he's not there (time alters a little, but big deal.)

Ultimecia's motive would have been the fact she hated everything. Let me explain some stuff:
1. the history books in FFVIII are unique in the fact that they know exactly what will happen in the future.
2. After the events of FFVIII, Ultimecia WILL rise to power.
3. Knowing this there will be a mob mentality to try and get rid of her and all other sorceresses.
4. A child will be born. This child will eventually grow up to be Ultimecia.
5. Ultimecia is fated to die. Remember history books in FFVIII are slightly accurate about the future and that they KNOW Ultimecia will be killed. Ultimecia is just trying to survive. So in turn to come full circle, the events of FFVIII present and past start happening.
There's nothing in any source she wanted to 'rule everything.' BUT in the FFVIII Ultimania, it's stated that she WAS trying to survive in a world that had already persecuted against her.
