Who is it and why?
My opinion, it cant be someone from final fantasy, it wouldn't really be shocking if it was, it's final fantasy for crying out loud.

GILGAMESH.
Hopefully. And it could be shocking because he's a summon.
Sazh.
Isn't that shocking?
Let's see... the character could be shocking for a number of reasons.
1. Of course, we start with the literal meaning, in which case it's a pun. With Lightning already confirmed, it'd be someone who specializes in electrical magic or who uses the attack Shock. I'm 99.9% sure they didn't mean that though, so it's mostly irrelevant, but included for the sake of completion.
2. A character from a game which already has gotten a new representative.
Reasoning: This would be shocking because it breaks the rules of Dissidia pretty much. I could see it happening with XI - XIII though, and it would still be shocking, just less so. However it happening with IV, VII, VIII and X would be pretty shocking. Pretty doubtful as well, since SE wants to try and keep the feel of the first game, and doing this would kind of ruin that. Again, could happen with XI through XIII (of course, XI could get zero new characters, but I'm sure it'll get a new one) and it'd still be shocking though. And not as completely against what Dissidia does.
3. Gameplay could be shocking. After all, gameplay is important to the game, and if it's unique enough, it could be shocking.
Reasoning: This one is a little bit more likely, if nothing else. Gameplay can really surprise people. After all, look at Laguna. Now, it's doubtful this is the case, but what's shocking for us may not be what they mean, so this is a possibility one has to keep in mind.
4. Versus character.
Reasoning: It's not out. That's all you need for this to be shocking, really. I'd say this is horribly unlikely as well, but SE may want to promote Versus, which is the only reason they'd do this. I hope they don't, and odds are this isn't the case, but you can't rule out the possibility.
5. XIV character.
Reasoning: Similar to the above, but it was at least released before 012, so they could have worked with the XIV team to add a character in. More likely than a Versus character, but still highly doubtful.
6. A non-numerical FF character/non-FF character.
Reasoning: I could split them into separate categories, but they work well enough together. Really the only difference is the likelihood of the character, since a non-numerical FF character is more likely than a non-FF character as a whole. Both of them are pretty out there though, both in likelihood and in overall shock value.
7. Shocking because they got in over someone else.
Reasoning: To use two recent examples, Laguna over Seifer/Rinoa, and if Auron/Seymour had gotten in over Yuna (especially Seymour). If someone managed to trump someone several times over more likely, it'd be pretty shocking. Now, it's rather doubtful... but at the same time, SE could do this. If they actually fit in (so no Quina > Vivi), I could see it happening. If they add unique gameplay into the mix as well, it's pretty likely. Only real possibility at this point is someone over Gilgamesh, though Gilgamesh himself could be shocking to an extent as well, so who knows.
8. It's not a character.
Reasoning: What I mean by this is the shocking reveal isn't a character at all. If they announce... Dissidia for a console, or some other shocking thing, it wouldn't be related to a character at all. But it's still shocking. I think it's likely a character, but you can't ignore the possibility that reveal could easily be referring to something else.
Its gonna be Sora! DUHhhhhhhaaaaaaaaaaaaaaあああああああああああああああああああああああああああ あああああああああああああああああああああああああああああああああ!
On-topic: i can't think of anyone other then Sora.. :<
1) Noctis Lucis Caelum
- the January conference, SQUARE ENIX 1st Production Department Premiere = previously the exclusive Fabula Nova Crystallis conference, a perfect opportunity to announce him
- the secret slot in Historical Compendium still contains "XIII" as associated text
- huge shock
2) Zulvan
- FFXIV's villain representative as a counterpart to FFXIII's Lightning, to replicate Dissidia's structure (FFXI hero vs. FFXII villain = FFXIII hero vs. FFXIV villain)
- the last slot in Historical Compendium could very well be Final Fantasy XIV, as the last featured Final Fantasy in it
- shock factor?

Well it is most likely going to be a hero, or Cosmos side, but so far I like the idea of either Gilgamesh or Sazh the most, however Hyne has proven a great point with Noctis, however I hope it isn't Noctis, I really don't like him.
