This is my personal favorite build that I made for Cloud that I use often.

This is a pure EX build and will get you at least 2 full ex bars in a battle If you play it right, everything else is pretty much self-explanatory .

First, you should use Meteorain(Air)

But even more important you need Battle Hammer and Dismay Shock or your opponents will EXR you rigth after an HP attack/ or they will have more AST than you -> With no depletion, you have a strong handicap.

The Near Opponent aren't really useful since they only have a 1.2booster

Also machines aren't really good for Cloud, you should run a Judgement Of Lufenia instead of that.
(If you want moar Wall-Rushes, use Sniper Eye.)

EDIT: Oh and use a Fire or Firaga on the ground instead of Climhazzard/Sonic Break, it really helps when fighting

The only thing deemed completely necessary for Cloud is Heaven's Cloud and Tenacious Attacker. Since Cloud isn't remotely close to being a brv king, or even capable of dishing out major damage outside of ex, a build revolving around damage isn't nearly as beneficial as an ex build, or a major depletion build. Cloud's major source of damage comes from ex mode which is exceptionally high, even with a standard 177 attack stat. Some crit boosters for an ex build should involve Sneak Attack, Riposte, Ex crit boost, +1000hp (Refer to Zelphyr's build he shared above). He has a pretty decent build, some changes could make it even better, but he's aware of the overall concept of the ex build.

Some other accessories proven useful for an ex build are Rebellious Soul (...), First to Victory, Great Gospel, Hero's Essence and Bravery Orb.

Depletion build: a defensive set is gonna be your best bet. You still have the ability to gather ex on the field, but this time around, the build focuses on maximizing your depletion. You can swap out Judgement for Seal of Lufenia (Lufenian Dirk, Hairpin, Vest) if you prefer more ex depletion but since Cloud can't take advantage of many multipliers at all, its tough to get a decent multiplier so sticking to Judgement would be my advice. Suggested crit boosters for this would be Sneak Attack, Counter Attack, Achy+, Bttw, +1000hp. Obviously you can't equip them all, so pick and choose depending the matchup. Precision Evasion is a must for both builds.

Heaven's Cloud and Tenacious Attacker aren't completely necessary for Cloud, as that implies it's needed in every situation, when that's not really true. In depletion heavy situations, or ones where getting EX is hard, like Kefka, Golbez, Zidane ect, many times you won't be getting much EX.

But in other situations, yeah, Heaven's Cloud and TA are pretty good.

Oh, and some of this applies to fighting chars in small stages.

Don't know if this belongs here but since this is a Cloud general discussion thread I guess it'll fit.

I have not been playing duodecim for a while now but I have been looking at the tier list every now and then. I must admit I am pretty shocked every time the list is updated Cloud slips a little... I mean I know he's a basic character and such, but I think this has got to be the first time I've seen someone who was 'high tier' just a while ago suddenly fall to spot number 18, which is almost a drop of 7 spots. It's like 'top tier' to 'below average'. Wow.

He must have really bad matchups haha. Poor Cloud... really breaks my heart to keep seeing him slip lower and lower down the list. Sooner or later he'll end up where he was in 013 Dissidia

This implies a combination of the EX and Depletion Builds Dart was talking about a couple posts up. Overall, this is a pretty balanced build for Cloud whether he's going up against EX-Builders like Zidane or Assist Builders like Squall/Exdeath.

The tier list updates whenever new info comes in. It fluctuates depending on all the moves Cloud uses and how he uses them, abilities set for him, and his match-ups. Who knows when a new technique shows up for him to use(which God knows when); but in the meantime, he'll either go up or down on the tier list, though I doubt he'll get to where he was in 013 anytime soon.
