Tbh all Emperor has to do is get a better assist and stay IN flare while using starfall. Cloud can't touch him when he's in flare without getting hit by it outside braver which he can be hit by dreary cell if set up in flare and meteorain which can be assist punished (which I recommend tidus because he's harder to lock or Yuna because she can't be level 2 assist locked). Small stages for Yuna though would be best but she can work in big stages. If you use meteorain Yuna can use heavenly strike to lift cloud up to an upcoming flare depending on the distance but you need to cast flare around the same time you call her.
It's a little cheap I know, but under that situation cloud can't really hit emperor. All Cloud has is Aerith assist holy camping in which FAD would be more helpful for emperor, doesn't mean he will always get her though.

true, but Empy has to watch out for being punished because of dodge-cancelling to halo camp or set up a Dreary Cell Barrier. The problem for Cloud is what was said above, but Cloud can do better. Assist Build like Empy does using DC. The good thing about Cloud's game is his superior EX game. Once he goes into EX Mode he can start giving Empy problems(as long as he doesn't run into Dreary Cell) by going through Flare.

Cloud can't always rely on Aerith, due to the possibility Empy could drop a Starfall on her using AALO given the fact Empy can hide in his own Dreary Cell. If Cloud hits a Dreary Cell while Empy's more ahead on casting than Aerith, Aerith's going to get hit and that would be a waste of time and HP and Assist. However, if Empy starts casting the time Aerith's out, he's going to have to rush to her and drop an attack on her, which means this is a good pressuring tool to draw Empy out of his little fortress of Dreary Cells and Flares if they're on a large stage(just to put the thought into detail). He just needs to set up flare and dreary cell in stay in that place. Any assist punishing will be punished by dreary cell or flare depending on which is being punished. Cloud in ex mode will just hit through flare. He will still get hurt by dreary cell from DC or SB.
Really it's not that hard if they are close enough. That's why I also said tidus assist works too. And keep cloud grounded while I cast starfall? I wouldn't have enough time to do that. Yuna assist is too short.
Um If Emperor is "out of his little fortress of dreary cells and flares" to hit aerith and succeeds then it's back to flare, dreary cell and AHAHAHA HEAVENS....UUUUGGH.....AAHHHHH...HAAAA!! only this time you have no assist. It's up to cloud to prevent aerith from getting hit but that's a hit or miss. Sometimes he will succeed, sometimes he won't.

Checked out the tier list today and to my surprise Cloud has jumped back up and is now the 13th from the top (kinda... since as of right now he ties with Gilgamesh). Just warms my heart to see him going back up and that Narolf (I think) still updates the tier list from time to time.
ANYWAY, even though I don't play the game anymore now, I would just like to give a big shout out to anyone and everyone out there who has helped Cloud rise up the ranks again. You might not believe it, but at the end of a long day, seeing my favourite childhood hero rising up the tier list again never fails to make that day a little brighter

All credits go to Dart, I only update the tier list for players as you said. He does remain the best Cloud player out there and the one I've always used as an example of how Cloud has to be perfectly played. Hell, he even "apologized" when he used to consider Cloud any lower than A.
