- Add more to the imagination and creativity part of the game.
What makes games like 3rd Strike so special is that you needed an imagination to get things done. You very rarely see two people that play a similar style with one character. The only character in SFIV that requires some kind of creativity is Akuma. The rest of the cast are really limited and compared to other games, so is Akuma.
That's pretty much why I think Adon, Juri, Cody and DeeJay are nice to add cause you can be creative with them. And with the announcement from Seth Killian that SSFIV will be more offensive, we can garuntee more of that.
It's not that the characters are suffering from creativity problems, the game just seriously rewards turtling, that's why zoners and super safe characters (Balrog, Blanka) are generally superior.
I think push towards more offensive gameplay will make players more creative by necessity. Every SF game has had a few remakes, and that's because problems like those we see in SF4 have always plagued the first (or maybe even first two) releases in a particular SF. (I.E. Third Strike is so popular because they fixed the dumb shit in 3 and Double Impact.)

That's the thing. What I mainly like in SFIII in general is the creativity and innovation factor. In SFIV, there are certain matchups that don't allow you to use one or more of your character's main weapons, ex. Blanka vs Balrog (Blanka Balls) and Rufus vs Gief (Dive kicks).
In SFIII (in general, atleast Second Impact and 3rd Strike), some how the matchups aren't about what your character shouldn't do, it's about what your character needs to be doing. You must NOT let Yun or Chun use their supers, NOT to let Q/Alex taunt you and NOT to let Ryu knock you down once he has meter.
It basically allows you to think more of how to get in and to actually develop your OWN style rather than using your character the same way most the other people are using him.
That's why I'm mainly hyped for Juri, Cody and the "more offensive" gameplan. Juri is apparently for the innovative minds that like to find new ways of dealing damage and getting in and if Cody is anything like his Alpha form, we can expect to not see the same shit twice.

This worries me.That said, I think you'll find Super Street Fighter 4 has become a more aggressive game overall, with plenty of reasons not to spend too much time blocking... just wait and see. Muhahaha!
So who saw the stream? Here's my thoughts on the new ultras.
Ryu's Metsu Shoryuken looks brutal but I don't see a real reason to have it over Metsu Hadouken. They both seem like they can be combo'd into from the same stuff. It's really just a clone of Gouken's but with different animation and I think that's a little meh.
Ken's new Ultra looks interesting and it likely means that we'll see even more scrub Ken's now SO THAT'S REAL FUCKING GREAT.
Chun's Kokusho looks really nice and supposedly it lands 100% of the time after EX Legs. I like the way it looks since it fits in with the flavor of this game, but it still doesn't look as awesome as in TvC.
Akuma's new Ultra looks cool but I didn't see anyone on the livestream use it since they were all using Ultra Demon. I don't use Akuma, but it seems like they could have the other Ultra open as an anti-air and just use the Super Demon since Akuma doesn't use TOO much meter.
Bison's new Ultra (Psycho Punisher I think) looks really great. I just hope it isn't a counter move. I never saw it used except while he was getting hit and given the name I'm thinking it might be.
I didn't see Guile's Sonic Hurricane but I'm pretty sure I know what it does.
Viper's new Ultra looks pretty sweet. I hope she can TK it close to the ground or something.
Rufus' new Ultra looks sweet. I hope it has the same setups as Space Opera Symphony because it's probably what I'll be using when I use him.
I was really psyched when I found out that Fei Long could do the one-inch-punch. Then I found out it was a counter. Fucking lame. Same thing with Cammy's Ultra. What made them think these were good ideas?
Dan's new Ultra reminds me a lot of Seth's Super. And I am very disappointed that he has no Ultra taunt.
Aside from E. Honda's which seems to have good enough range and Zangief's which I hope can be used as an anti-air, I don't like any of the new throw Ultras. They really just seem like they were tacked on to the characters who already have good Ultras. On the other hand though, we now all know that Balrog can, in fact, kick.
T. Hawk clearly has a huge variance in Ultras. On one of them, you throw the opponent. On the other one, you throw the opponent. Clearly this is a very diverse character.
Dee Jay's Machine Gun Punch Ultra looks incredible, way cooler than the Sobat Festival one in an older trailer.
Adon's Jaguar Avalanche Ultra looks awesome but Jaguar Revolver kinda looks like it sucks. And why does he yell out "Jaguar Revolver" for both?
Guy's second Ultra (the one that hasn't been in any trailers) looks sweet.
Cody's new Ultra raises several questions. Where did he get the lead pipe from? Why hasn't he been using it the whole time? Why can't I use that instead of the knife?
I'm not exactly sure what Juri's second Ultra is (not the giant purple spinning bird kick but the other one). Does it increase her damage or something?
Those are all the characters I remember. If anyone saw more, let me know.
Also, Sagat has less health, I totally called it.

Blanka's new Ultra is rather interesting.. It can be used as an Anti-Air and Anti-Ground, but it's strict.. So if you do Anti-Air, the opponent BETTER be in the air. I honestly don't know why you'd want to use the old Ultra now.
Abel's new Ultra is pretty cool. This is what I like to see when it comes to choice. If you like mixing up your opponent and doing combos, you'd go for the Souless. If you want damage, you'd go for Breathless. The fact that it's a grab and you can hold it makes it a deadly wakeup option. Not to mention it has armor.
Same for Chun. Depends on if you wanna play the punishment game or you'd want to rush dat shit down. Chunbelievable stated that it combos from a lot of things, but an EX Snake Strike beats it, so I think it's a fair trade.
Dhalsim's 2nd Ultra.. is actually GOOD... Teleport to Ultra seems to work like Seth's Teleport to EX Command Throw!
Sagat's Tiger Cannon.. I can see some things it'll change in Sagat's gameplay, like if you REALLY wanna be strict keepaway or not, but you can still FADC F+HK Ultra from what I hear and it does great damage.
Rog's dirty Bull could've been interesting.. but the thing does shit damage..
Rufus' new Ultra seems like it has it's own uses, but not as much as the first Ultra.
Ken gets a decent FADC. c.Forward, Hadouken FADC, Ultra 2.
Metsu Shoryuken does too good damage after a focus crumple, but the one I've seen was a fully loaded Ultra, so I guess that explains it.
Fei's second Ultra looks the coolest imo, but it's a counter just like Cammy's.. Seriously don't know how good these will be yet..
Juri's second Ultra is said to be similar to Genei Jin..... /orgasm
Rose got Strider's fucking Ouroborous.. /orgasm
Gouken has Denjin Hadouken now, but it's blockable, so I don't see how useful it'll be. You can probably EX Palm and then Ultra, but that's not using Denjin pretty well since it won't be charged. Eitherway, both Denjin Hadou and Shin Shoryu seem to balance each other out.
Abel's CoD is said to recover quicker. That's really all the tweaks Abel needs. I wish his c.Fierce would be a 100% launch, but I can deal 50% since they tweaked CoD.
Chun got few frame tweaks (for the better) and her first Ultra seems to connect more consistantly, so yee-ha. They say her c.Forward got better.. but her s.Roundhouse got worse.. Chun, when will you get a good anti-air?
I keep hearing Sagat didn't get tweaked, Gates.
Cody seems to have a lot of zoning options, his dash is too good and his rocks actually match hadouken fireball wars. Sweep comes out fast and s.Roundhouse and s.Fierce seem to be good anti-airs. f.Strong, c.Strong, HK Ruffian Kick FADC 1st Ultraaaaa.... I'm really beginning to like the sound of Cody..
Vega's only tweak was making f.Forward an overhead...
