Then I decided to try it, I try it versus Kain's AI.
And then when Kain did Rising drive, I used dart&weave with tidus still in contact with kain's rising drive and it succesfully counter him.
Sadly, I didn't record the fight. But when I have time, I'll try to test it again n upload the vid in youtube..

I believe it's like, Kain right before executing Rising Drive, when he used Dart & Weave. On the frame where Tidus is doing the dodge move (leaping), Kain is already using the HP attack. Thus he wasn't hit due to the invincibility frames

You get 20 frames of invincibility at the start of each dodge move, and 40 in EX mode.
