Well my build is pretty much different from yours guys.
Although Squall can now easily land HP Attack thanks to assist characters, I keep fighting like I did in the first Dissidia that's to say collecting a large amount of brv and killing the opponent with one or two Hp Attacks, that's why I don't use (EX / Assist)-depletion set like the Lufenian set. I was thinking in equipping the Succubus set but I find 20% on HP Depletion pretty useless.
As an assist-heavy character, Squall should need an assist build but I like so much his EX-mode and EX-burst that I couldn't give it up (that's explain Heaven's Cloud). Moreover my assist gauge is filling up fast enough for me.
Therefore I didn't opt for an assist build neither an EX build and tried to focus my build on heavy damaging, indeed with this build I can easily reach an 11.1 times booster.
Basic abilities:
Actions:
Ground / Midair Evasion
Ground / Midair Block
Aerial / Controlled Recovery
Wall Jump
Free Air Dash
Free Air Dash Boost
Assist Gauge Up Dash
Speed Boost ++
Evasion Boost
Descent Speed Boost
Support:
Always target Indicator
EX Core Lock On
Assist Lock On
Extra:
Achy +
Magic Shield
Physic Shiled
Counterattack
Sneak Attack
Back To The Wall
Assist Critical Boost
EXP --> HP
I don't have any experience in online playing so I don't think my build will be very efficient versus online players but it works very well versus AI =)
Unfortunately, collecting the killing brv from the beginning is not the best option anymore. It's like giving a present to your opponent whenever he attacks you, because of the increasing critical damage. ò_ç

my Squall's build
That must be my Squall's build. I may have messed up the lufenian names since i dont have my psp in front of me, but i think this is the set (it's the judgement one).
I have gotten rid of an auxiliary ability like midair eva boost since it messes up my dodge/beat fang punishment as Spyder pointed out (it didnt use it in DFF, no reason to use it here either) and put the knight lore/whatever ability in, to equip ragnarok for the extra damage and replaced muscle belt with a hyper ring to boost thunder/fire barrets and ragnarok as well. I tried excalibur too and was good, but i prefer this one. Maybe i'll try the death penalty once i create it, but i think i'm fine with Ragnarok.
Yet another question; would it be better to equip the "seal" one to deplete the EX bar, since i already have battle hammer with a descent booster? Or have the majority of players forsaken the EX mode, even EXRevenge, in favor of assisting?

Spoiler:
Seal of Lufenian is good if you know you are going up against an opponent with an EX build. A good assist build requires side by side, otherwise the set can become a hybrid, which will always be weak in comparison. If you are not particularly going up against anyone who has a strong EX build, the EX depletion won't be too necessary because your assists will be depleting your opponent's EX gauge.
However, it might be a good idea to toy with the set against characters who has easy way of gaining EX forces through chase (assuming they haven't forsaken EX). Do keep in mind, however, if you are facing an opponent with a heavy assist depletion build, you will find yourself out-assisted in battle.

Spoiler:
some changes, I went Lionheart for personal taste but also it gives me Sneak attack more room for things like Ache + and Back to the wall and such
