Whenever you get a chance. Not 100% sure, but if you start Thundaga before he does SF you should have enough time to dodge.

You would have to be out of range to do it because thundaga is not fast if this is a continuous non-stop sf spammer. But I think its reach is better than sf so if you dash away far enough it might work

You wouldn't try to outspam Sephiroth anyways. It's better to try to stay close and pressure him. It's still hard as fuck with all the spam
