I understand that, I'm just saying it based off my experiences. I played against someone who was fighting as Terra while I was Tifa and I have to say, the battle didn't last very long. He tried to spam Meltdown and I sent them back to him, and it was hilarious. XD Plus Terra tends to have a cooldown while casting Holy and after using Tornado which the latter is very punishable (you just have to wait until the screen shakes.) I'd love to play an expert Terra-mainer and see how the battle goes. Even if I lose, it would at least be more challenge than the CPUs.
And yeah, I do use EX revenge often as well because I only use the EX gauge when I really need it. I'm still fixing my build and will consider assist gauge depletion, but I know that's better for competitive play. The CPUs don't use it on me as well as they should which is why I don't pay too much attention to it.

You're right about that, the cooldown of these moves are really easy to punish.
But with Holy on Ex-Mode, Terra doesn't need to create all the spheres and launch them, she does it very quickly launching 3 instantly and then 3 again. Although, I don't know if it's easy or hard to punish even if she's on Ex-Mode (Must test with Terra's Players first).
And I know how cool is to reflect Meltdown. It's much more using Double Cut on Cloud's Ex-Mode. LOL

All right, new at Tifa here. She was my last level 100, and I put it off for a better part of the year, but damn was she worth it.
Just a note, I play defensively more often than not, so my attack choices reflect that.
Tifa is... really cool and fun to use. What I settled on was an EX-hording build made to abuse the hilariously awesome Moonsault Kick and friends. I mostly ramp up damage here, letting chase sweep up the EX intake for me. Tenacious Attacker lets me compete with other TA users and pick up EX as I use other attacks. I general enter EX mid-HP to make sure it sticks, even moreso than normal. I can pick up about a bar or two each match, such is Tifa's EX efficiency.
Rebellious Soul is just there to be awesome, but I'm open to replacements.
Having only recently leveled Tifa, I haven't settled much on abilities yet, but Free Air Dash, Assist Dash, and FAD Boost are present.
I intend to make everyone my main. Even Laguna.
Eventually, I hope to fully eliminate "Sub", "Playable", and "Bad".
Okay, bumping with some progress. This should merge above; if not it'll bump Tifa's section, so win-win.
Drawing my own conclusions here, I've grown very fond of Tifa's mobility. Plenty of jumps, insane dash speed, great running speed at Speed Boost ++. I picked up Blizzaga over -ra and don't regret it a bit, it builds more assist (at least I'm damn sure it does...?) and more floor rush synergizes well with how I play. Sephiroth hands foes over from floor rushes to either scoop up more EX with Moonsault or to let me stick a free Meteor Crusher. I'm pretty much constantly either dashing somewhere (cores) or using Blizzard / Blizzaga to make an approach, so Assist Duration doesn't really phase me.
Is it me, or does Tifa always have some sort of mix-up? Maybe that's the point of the character, but no matter what approach I'm making, I can force a prediction war. From above I can mix Rolling Blaze, Falcon's Dive, and Moonsault to punish various dodges and blocks, two of which floor rush. From level ground I can start up with Blizzaga, make the slightest hop and Blizzard, or dash in; which branches into another prediction between Meteor Strike, Beat Rush, and Waterkick, two of which lead to HP hits.
Houston, please advise regarding:
- I don't find myself ever using Burning Arrow. What's the point of this move? I get that it's a solid one-hit HP attack, but I don't have a need for such a thing when I'm sitting on a full EX gauge 90% of the time. Does Meteodrive have any uses that I'm missing out on by carrying this?
- I picked up machines because machines rule, but I don't want to use the Chainsaw because my HP is low enough at 8187 and the Wall Rush HP Damage+20% isn't particularly relevant to how I play—I don't get a lot of Burning Arrow mileage and Wall Rushes don't occur from Somersault or Meteor Crusher. What can I put in my off-hand slot that will actually see some use? Blurry Moon is there for the +1 ATK, which is nice, but is there a way to do better?
- I swapped the [Near Opponent x1.2]s for [White Drop]s and the [Tenacious Attacker] and [Rebellious Soul] for depletion, but is it worth it? I'm getting 2.7% EX Depletion and 13.5% Assist Depletion, but I feel so vulnerable without Achy Bonecrusher. Are the White Drops fully necessary? I'm not sure if they're helping since it still takes me "about five or six chases" to fill my EX gauge. Ideas?

I find Meteodrive more useful than Burning Arrow simply because it's faster, and in my experience, I've rarely landed Burning Arrow unless I set it up with an assist combo, for which Meteodrive would be better with its extra bravery hit and nigh-guaranteed floor rush.
Regarding the White accessories, I would think that with Tifa's impressive dash speed, you'd be just as well off snagging cores in addition to initiating chases to build EX (unless by some odd chance you're getting consistent vs. Onion Knight or Feral Chaos matches). So I'd drop the Drops in favor of a booster accessory or two, or maybe tacking that Rebellious Soul back on.

I tried a Core build, but I feel this absorption is more efficient due to how well she enters Chase. By the time the first Core of the match appears I'm usually sitting around 60-80% EX, maybe a bit lower if the foe is carrying Glutton. I sit on my one bar of EX until I can work it into a combo, so usually grabbing a Core is a form of EX denial and a way to build some quick Assist.
Dropping the Drops (but keeping the Gem) is something I've been toying with, but I haven't had any opponents to work with it lately. I'll probably report back next testing opportunity I get.

I guess for the purpose of getting that EX up quickly, your build would do fairly well (my Tifa's more assist-centric). However, in PvP matches, you should exercise caution and try not to get to predictable with her chase-inducing attacks, as they're both pretty blockable on reaction. At the very least, feint them every once in a while to keep opponents on their toes.
The Fake Mustache accessory would definitely help out an EX Core-hogging strategy, as it boosts Core appearance rates and boosts your luck stat by a good amount, which I believe makes it so Cores spawn closer to you more often. In case that's something you hadn't yet investigated.

Well with the build you posted, I'd prefer you swap Comrade's Vow for either anther booster or dismay shock for even more EX depletion. It's a good idea to have a Side by Side build on Tifa but not primarily.
Now for your actual question, Tifa is pretty capable of generating a good amount of EX with Moonsault/Somersault/Beat Rush/Meteor Crusher attacks. As I haven't found a build that truly balances EX and Assists, the best I can give you is to suggest running Heaven's Cloud(you'll need the Petalist's gear ability), one White gem(with only a -10%percent assist duration), Tenacious Attacker(tosuck up EX`as you land hits), and a First to Victory(Inital Brv, EX, and Assist) while the rest is your standard Battle Hammer/Dismay Shock/boosters.
Tifa can maintain her assist better and faster while aerial so be sure to keep it up whenever you can.
